The Site & Developer

Yuen Sing Mansion

Gems Ville is the upcoming condo apartment launch along Lorong 13 Geylang. The site was acquired via a collective sale of the former Yuen Sing Mansion. The freehold tenure of the site was purchased by East Asia Geylang Development and was the second attempt before concluding in 2020. In 2018, the first en bloc sales did not fall through as owners stood their ground with a reserve price of $17million. This works out to a value of $779 per square foot per plot ratio (psf ppr) for the developers. After factoring in the bonus balcony space, the psf ppr stood at $753. There was also a projected development charge of close to $1.25 million. The former Yuen Sing Mansion comprises of only 9 units in a 4 storey development. Negotiations between developer and owners of the former Yuen Sing Mansion restarted and kicked off in 2019. They were approached by East Asia Geylang Development, which was a newly incorporated company that comprise of a Singapore Citizen and China national namely Huang Yanhong and Zhang Zhiming respectively. Though the original price was set at $17mil, owners of the former Yuen Sing Mansion accepted East Asia Geylang Development’s offer of $15.2mil. The plot will be redeveloped into an 8 storey high with a total of 24 units. 

Under the Urban Redevelopment Authority Master Plan of 2014, the site is zone for residential and institution. It has a plot ratio of 2.8 which means the potential to build up to 36 storey. However due to its land size and current restriction from nearby Paya Lebar Air Space, the developer can only build up to 8 storeys which is also subject to the cap of 26 metres above sea level. With a GFA of 24,235 sqft, up to 29 units of apartment may be build for Gems Ville. However, the developer have plans to build a total of 24 units with bigger unit sizes and more communal spaces for the residents of Gems Ville.
